Dear Ladies and Gentlemen,

I have a great pleasure in inviting you to the 26th International Conference on Privacy and Personal Data Protection to be held on 14, 15 and 16 September 2004 in Wroclaw, Poland. The patronage of the Conference has been taken over by the President of the Republic of Poland - Mr Aleksander Kwasniewski.

The date and venue of the 26th International Conference on Privacy and Personal Data Protection are very characteristic - for the first time the Conference will take place in this part of Europe, in the year of Poland´s accession to the European Union.

More and more often, the legal instruments from which the citizens benefit within the framework of the right to privacy and personal data protection are perceived as means for the protection of the right to dignity. Therefore, the theme of this year´s Conference is "The Right to Privacy - the Right to Dignity".

Traditionally, the International Conference on Privacy and Personal Data Protection is to become a forum at which participants from different parts of the world will have a chance to discuss the most important issues from broadly understood field of privacy protection. The wide scope of topics to be considered will provide an opportunity to exchange views and experiences not only between the representatives of data protection authorities, but also the representatives of the science world, international organisations and private sector entities. During the sessions, the issues concerning the development and practical use of new technologies, as well as related crucial threats to privacy, which occur especially in the time of global systems of data processing, will be discussed. The debates will also concern inter alia the relations between the right to privacy and the activity of media, or the protection of privacy at workplace. One of important topics will be the issue of citizens' rights versus the need to settle the post-totalitarian states with the past.

Taking this opportunity, I would like to invite you to the meetings accompanying the main sessions of the Conference, and to draw your attention to the beauty and numerous attractions of the city where the Conference is to be held. Wroclaw, the capital of Lower Silesia, is one of the oldest and most beautiful European cities. The city's difficult, thousand years old history, inscribed in its tradition and monuments, had been created by many nations and cultures. The contemporary Wroclaw is an important political, economic, cultural and scientific centre in Poland.

Therefore, once again I would like to kindly invite all the guests to the 26th International Conference on Privacy and Personal Data Protection in Wroclaw, Poland.

Ewa Kulesza
The Inspector General
for the Protection of Personal Data
